not being able/not to be able/are not able

    Dear teachers,

Would you be kind enough to help me to make the proper choise from the following Trinity?

    1. We regret not being able to accept your offer.
    2. We regret not to be able to accept your offer.
    3. We regret that we are not able to accept your offer.

    Thank you for your efforts.

    Regards,

    V.
