    Hello everyone

I'd like to ask about the meaning of "domestic" in the following context:

However, these are not considered as banner accomplishments since most of these agreements are with countries that are not the top destination of Filipino overseas contract workers. The provisions also pertain mostly to social security matters rather than to the more sensitive issues of protection. There are to date only four countries that have specific legislation focusing on the protection of domestic migrant workers in their territories: Brunei, Cyprus, Hong Kong and Israel.

Does "domestic" here imply foreign workers who came to work in these countries (Brunei, Cyprus, Hong Kong and Israel)?

    Re: domestic

No. The reason they go to these countries is to work as domestic (household) help for the citizens of that country - cooks, cleaners, child minders etc.
They are domestic workers who are migrants from the Philippines.
