    where do i put the adverb?

    The number of smaal banks has been steadily decreasing.

    or:
    ...has steadily been decreasing.

    If the verb is two or more words ( can remember, doesn't smoke, has been stolen), we usually put the adverb after the first part of the verb: .... has steadily been decreasing.

    You first option is by far the best.
    The number of small banks has been steadily decreasing.
    I notice that German English speakers can be fluent, but still put adverbs in strange places, so maybe you use them differently in German.
    You could also use "... has been decreasing steadily".

    That's kind of true - in German, however, there's no difference in form between adjectives and adverbs.
