The Canadians plan to deliver more food to southern Somalia...
The question is if we can say:
The Canadians plan to deliver southern Somalia more food...

Yes, both of of those sentences sound good to me, although I like the first one better. The second construction is used in American English at least (can anyone tell us if it is British usage as well)?
