    As I know, if we are not talking about particular rules, we say "conform to rules" and vice versa.

    This is a sentence from a book named Rules, Reasons, and Norms By Philip Pettit: "The fact under challenge is that we intentionally try to conform to rules"

    We use "the" here: You must conform to the rules of this website.
