    Welcome!

Both are possible, but "confrom to the rules" is more common because usually one is referring to some specific rules.

'If you want to live here you have to conform to the rules.' (the specific rules of that place)

'He is not one to conform to rules.' (he often ignores rules)

What do you mean by "Generally pointed"? Do you mean 'Generally speaking'? (yi ban lai shuo)

"Generally pointed" means not a specific one or all existing rules,so should it be 'Generally speaking'? Could I ask you more questions about the articles when I organised myself well?
By the way Canada is the place I am planning to be.I like the place.now I am preparing for the IELTS.

You are welcome to ask any questions you wish, but you should ask them here in the 'Ask a Teacher' forum so that other students and teachers can participate.
