    for example,

    I have a driving license
    I have driving license
    or

    Must have license
    Must have a license

    A licence - a document permitting you to do something - is countable.
    I have just passed my driving test and have my licence.

    Licence - [Formal] permission or freedom to do what you want - is uncountable.
    Have you licence to behave in this fashion?
