Question function of "to" (are to human beings)

"Our passion and commitment are to human beings"

I am just wondering what is the function of "to" in the sentence?

Usually we use "to" + verb to form infinitives.

Please help me in figuring the function of "to" in this sentence.

    Thanks ahead

To (preposition) gives here the meaning of (directed towards, concerning) like in It was a threat to world peace.
