    My point is that she is an awful actress who messes up otherwise or potentially good films.


    "or otherwise" refers to the opposition of what had mentioned, but I still have question.
    Does "otherwise" here mean "potentially bad films" or "not potentially good films" ?

    The sentence isn't very well constructed but I think, to understand it, you could re-arrange it like this: she... messes up films which would otherwise be good or potentially good.
    In other words, if she didn't mess up these films they would be good or potentially good.
