    Siblings are know to tattle (i.e., tell) on each other.

    The boy does the right thing (tells his mother) not because it's the right thing to do, but rather because he knows he will get into more trouble if his sister tells first.

    The boy does something bad, which his sister sees. He knows that his sister will tell their mother about it (because that's what sisters do). So, to avoid extra punishment, he confesses to his mother before his sister has a chance to tell her what happened.
    The author is claiming that this is what "conscience" is. He might seriously believe that "conscience" derives from a desire to avoid punishment. But I think he is being ironic.
