The sentence is:
I must insist that you keep to the rules.
Is it correct to say:
I must insist that the rules be kept to. (present subjunctive) or I should use present simple rather that the subjunctive?
In fact, your first sentence is in the subjunctive too. (The plural subjunctive has the same form as the indicative in the present tense). So if you were talking about a boy, you could say "I must insist that he keep to the rules". So either way, it's subjunctive.
The first sounds better.
