    please let me know which is the correct usage.

    is it : brought to notice or brought to the notice

    The second, if you mean it as a synonym for 'brought to the attention'; it would be possible to write a sentence using the three words 'brought + to + notice' in that order, but in the meaning I think you have in mind, the 'the' is necessary.
