I do not know your language, but I can see that ề and ệ are different:
I can distinguish ề from ệ - I can see that they are different.
I can distinguish between them, because the marks over the top are different, and one has a dot at the bottom.
distinguish ...(a name of st) from ...(a name of st) - ...(a clause)
