    Hello!
    I wonder whether the following question is rightly formulated or not:
    'Doesn't devolution possibly lead to fragmentation?'
    Or should I say: 'Might devolution lead to fragmentation?'
    Or is there anything more adequate in a philosphical debate?

    In the form:
    'Doesn't devolution lead to fragmentation?'
    You are challenging the other person's argument, either because you are absolute sure it does, and are expressing your differing opinion politely; or, with a more questioning tone of voice, are indicating that you believe (perhaps from some other authority that you have read) that you currently believe this is the case and want this speaker's opinion.)

    If in an actual debate, and this is a rhetorical question, you had better be sure you are right!

    Then, in the form:
    'Doesn't devolution possibly lead to fragmentation?
    The above applies, but now what is more in question is whether 'devolution' could...could...lead to 'fragmentation', or this is a totally fallacious idea.

    Or should I say: 'Might devolution lead to fragmentation?'
    This is a straight out polite question. You are not indicating any firm belief of your own, one way or the other.
