    usage of verbs

    is it right to say, 'they sent me a letter' or 'they send me a letter'.

    It's absolutely right to say so, but you need some more context to understand the difference between the two:

    They sent me a letter [a few days ago/last week/yesterday].
    They send me a letter [twice a month/every other week].
