    which is the correct form?

    This is mainly due to a high work load that prevents employees from doing "extras" such as e-learning.

    I think the options are:

    This is mainly due to a high work load that prevents employees from doing "extras" such as e-learning.

    This is mainly due to the high work load that prevents employees from doing "extras" such as e-learning.

    This is mainly due to high work loads that prevent employees from doing "extras" such as e-learning.

    In short, yes, an article of some sort is required (unless load becomes plural - in which case the 3rd person "S" is also removed from the verb "to prevent").
