Name of certain symbols in grammar

My question is trivial. What is the name of the short vowel sound indicator? It looks like a bowl or smiley face above the vowel. This indicates it is a short vowel sounds. What is that symbol called?

Secondly - What are the brackets called that the letter sits in to indicate that you are sounding the letter out? ex. /t/ - What is the formal name for the two slashes?

    Thank you,
