    punctuation involving ellipsis

    He uses the contraction "There's...", not "There is...".
    He uses the contraction "There's ... ", not "There is ... ".

    1. Is a full stop needed after "There is"?

    2. Is it necessary to leave a space before typing the first dot of the ellipsis and is a space needed after the third dot before I type anything else?

    There are a lot of different styles. The Australian Govt. Style Manual, says
    "Use three dots; and leave a space before and after. A fourth dot at the end of a sentence is optional"
    Other style manuals will say something different.
    However, styles like ........ do not exist. 3 or 4 dots - no fewer, no more.
    Both of your versions are correct.
    You don't need an ellipsis here anyway. He uses "there's" instead of "there is".
    But if you did need one; you could write:

    He uses "There's ... " instead of "There is ...." (My choice)
    He uses "There's ... " instead of "There is ...".
    He uses "There's..." instead of "There is...."
    He uses "There's..." instead of "There is...".
    He uses "There's..." instead of "There is..."
