Ah, in that context, it's referring to the communal soap used in prison showers. There's a running joke about "dropping the soap" in American prison showers.
The contrast is with "juvie". Veronica is saying 'This time, you won't be going to a juvenile detention centre; you'll be going to a real adult prison".
