I'd like to ask about the meaning of "public control".
Does "public" imply "ordinary people", or does it imply state/government?
For example, in the sentence "The presence of special remedies in the Criminal Code to protect representatives of the authorities does not conform to the international standards and objectively hinders public control over activities of top-ranking state officials" is "public control" used correctly to mean "control from ordinary people"?
