Yes and does this sentence mean he would do it in the hotel or not? I meant he talked about it in the hotel, not intend to do it in the hotel
That is not clear from this sentence. He could intend to do the copy in the hotel or to borrow the painting to copy it elsewhere.
Originally, there were three possible meanings:
He was talking in the hotel.
He was going to do some painting in the hotel.
He was going to copy something he saw hanging in the hotel.
I don't find that very natural. It's important for the sentence that we know WHERE he said this?

(When I read the first one, I thought the painting was hanging in the hotel.)
All the versions seem to me to carry uncertainties.
