Is the indefinite article required in the sentence?

"Time and care has to be taken, as the deaths from the collapse of a 3,750 square metre section of (a) subway tunnel under construction in the eastern city of Hangzhouprove."

    Thanks for helping.

(At first reading, I thought Hangzhouprove was some variation on Hangzhou Province...and wondered where the verb was.)

    Then, what is the answer?

If it was '...the collapse of a 3,750 square metre section of subway tunnel in the eastern city...'

...I wouldn't use an indefinite article. But with the addition of 'under construction", then I would:

'...the collapse of a 3,750 square metre section of a subway tunnel under construction in the eastern city...'

Isn't the word "tunnel" a countable noun that we need an indefinite article here irrespective of whether it is post-modified by the phrase "under construction in the eastern city" or not? Thanks again for your reply.
