1. To care for is to have responsibility for the subject. To care about is simply to be concerned about the issue.

3. Measure, as a noun, is more figurative, a standard of comparison, judgement, estimation. "The measure of a man." Or a bill: "The House passed the budget measure." It has a lot of other meanings, as well (Music, printing, math). Check the dictionary.
Measurement is literal. "I'll take his measurements."
4. You would have to start the immigration process. I don't know of a verb for this.
