    Unhappy Could you help me plz ??

    First of all , I would like to thank all of you people becouse you helped me much in my last request.
    I would like you to help me today in understanding these sentances:

    1- Does it rain a lot in Southern California ?
    why do you use simple present here ??


    2- Look out the window . is it raining?
    why do we use is it raining??


    3-Childern usually watch Cartoons in the morning, but this morning they didn't pay attention to the TV.
    Why do we use didn't instead of doesn't ??


    Plz if you find any mistake in my writing , feel free to correct me . I will be glad by doing so ^_^

    Present tense:
    I 'don't'
    He, she, it 'doesn't'
    we, they 'don't'

    Past tense:
    I, he, she, it, we, they 'didn't'

    1. Is the verb form of 'not to do' going to Present tense, or Past tense, in "ihey ' ______ pay any attention to the TV."?
    2. What is then the (Present or Past tense) form that goes with the pronoun 'they'?
