    Hi-

    It's hard to tell if it's a metaphor without the context, but with the excerpt you gave, I'd say no.

    It sounds like they are talking about a person who is (supposedly) able to dive to a depth of 16 fathoms. It could be that in the context of the story diving is a metaphor, but it's hard to say without knowing the plot...

    If it refers to a pearl diver, it's not; if it refers to a psychonalyst, it is. Read the context and work it out.
