This is how the amount is written on a cheque/check:

USD One thousand and cents twenty two only.

or, where more numbers are involved, say US\$ 1999.99 :

USD One thousand nine hundred and ninety nine and cents ninety nine only

The dollars/cents are put in front.
There is no need to capitalize every word.

Yikes, I forgot a question. If the money unit is pound or euro, how do I write the unit of the digital numerals.

Cent is what I would fill.

Here on a cheque you would write: One thousand nine hundred and ninety-nine pounds/euros and ninety-nine pence/cents only.
