    is per cent singular or plural?

    It is my understanding that traditionally the word "percent" is spelled together, although the word originated from two roots. I also believe that "percent" is used as both plural and singular form of the word, but it is no uncommon to see "percents" in much of today's news...

    I know that my response is ambiguous but that's the way it is... At least, one certain fact is that the word "percent" is spelled together more often than not.

    per cent// percent can take a singular or plural verb, depending on how the quantity being described is viewed. Very often what determines the form of the verb is the noun nearest to it.
