But it is "I" that is doing the expecting, so B is the best fit

That is not good grammar in this case. You would have to phrase it as "being carried out in/during". The ending phrase "the next year" actually makes all the options incorrect. "The" needs to be omitted in order for the option C to work.

3.The way____he looks at problems is wrong.
    A.which B.whose C.what D./
I know the best answer is "D". But why can't I choose "A"? See this for the ise of "which: Usage of That and Which - English Grammar

    Thanks for your help:
But even if the sentence is:
The managers discussed the plans that they would like to see_____next year.

why can't we say :The managers discussed the plan that they would like to see to be carried out next year. Because the plan hasn't been carried out yet. It will be carried out next year. so I think here we must use to be carried out to signify the action will be done instead of having been done.

Yes, 'to see carried out' or 'to be carried out', but not both: 'to see to be carried out'!
Since the given sentence uses 'to see', all that is needed is 'carried out'.

    thanks very much!
please look at another question below:
We can say: The way that he looks at problems is wrong.
but can we say: The way in which he looks at problems is wrong.
or: The way how he looks at problems is wrong

hope an early reply! thanks a lot!

Yes, you can say "The way in which...".

If you want to use "How", then it would be "How he looks at problems is wrong".

Re: which answer is right?and why?

"afford" in this context would mean the social and ecological cost to humanity. It means that an increasing shortage of water affects everyone, and that control over access and amount used is becoming a necessary move.
