    While Sade's voice isn't technically brilliant it has a quality which is unmistakable.
    what does the word "technically" mean here?
    Recently it was announced that the social insurance agency lost the pension records for fifty million citizens, not exactly reassuring.
    what is the intended meaning of sentence fragment not exactly reassuring ?

    what does the word "technically" mean here? Her singing voice is not musically exact all the time, which would make her voice technically correct.
    Recently it was announced that the social insurance agency lost the pension records for fifty million citizens, not exactly reassuring.
    what is the intended meaning of sentence fragment not exactly reassuring ? The agency lost its records. This is not reassuring (comforting, trustworthy) to the public whose records are now lost and could be compromised.

    as for the second sentence, does it mean that it is hard for the government to restore confidence in the public or that the citizens whose records are lost can not get reinsurance?

    No, it just means that when the government loses records, the public gets upset. The are not assured that the government is taking good care of important documents.
