    1) I read the title above is from a China -based media outlet in English. I wonder if it is the title of an article, Should "the" be omitted from " the US"?

    2) I think the notional words of title should be capitalised. Is it okay to just capitalised the first word?

    3) How should I say a media outlet which is from China is in English concisely? I mean whether my expression in Question 1) is right?

    It's very common for headlines to omit articles, but it's also expected that they capitalize the key words (nouns and verbs). That style isn't familiar to me, but as long as they are consistent (they don't capitalize in one place, but not in the other), whatever style they use is okay.

    Maybe "an English-language, Chinese-based media outlet" would be more clear. I thought you had written "in England" at first, meaning a Chinese newspaper who had a bureau in England. But you mean the agency is IN China, but publishes in the English language, right?
