    'Used to' is used for describing past facts that no longer pertain; for example, 'I used to live in England, now I live in France.'

    "to use" is also a normal verb meaning, roughly, to utilise, make use of.
    So, "This cloth is used to wipe the dishes with". "used to" is not a special phrase here. It's just two normal words coming together.

    There's also 'to be used to sth/doing sth' which means 'to be accustomed to'.

    I'm used to getting up early, I don't mind it.
