Help me with this sentence, thanks.

HQS Engineering should be consulted when Installation moves with riser suspended a proposed to extend beyond a drilling template.

I can't understand this sentence, the meaning as well its structure. Can you analyse this sentence for me?

Hi - it would be easier to untangle your sentence if you could give a bit of context. What is the topic being discussed? What is HQS?
It may be that there's a typo in the sentence - is it possible that the article ("a") should be either "and" or "or". Another tack would be to take the sentence apart and see if you can understand the pieces. What's a "riser"? Can a "riser" be "suspended"? Could a "riser" be "proposed"?
Part of the difficulty is that the article ("a") occurs before "proposed" which can only be an adjective or a verb form - neither of which take an article. So - either "proposed" has to be changed to "proposal" (a noun) or "a" is not supposed to be there and something else is missing.
Try playing with the sentence and get back to me if you've got any questions about my suggestions. Linguisticat.
