Cool It's not about where you are from, but where you are at

Given the sentence :"When it comes to great pop music, It's not about where you are from, but where you are at", can that "you" be understood in an impersonal way?

In other words, can I translate the sentence as: "When talking on pop music, what's important is not where does it comes from, but the place where it is"?

    Thank You

I think 'you' has to be a person.

As an example, there are some people who say that you can't sing the blues if you are white. They said it, for example, of Dusty Springfield - Wikipedia, the free encyclopedia. But It's not about where you are from, but where you are at".

    Cool Where you are at

In the sentence "When it comes to great pop music, It's not about where you are from, but where you are at", what's the meaning of "where you are at"? Does it mean "what stuff are you made of"? or what happens inside you?

    Thanks

    Re: Where you are at

It means, more or less, 'what happens inside you' it can mean at what level of understanding you are, what your ideas both culturally and politically are etc.

That 'When it comes to great pop music...' example is misleading, because the 'you' refers to a person; so that phrase can mean 'When it comes to [playing/singing/producing/enjoying/appreciating...] great pop music...'
