    Why + to +R --->is it possible?

    I wonder whether "Why + to +R" is available or not as "I don't know where to go" can be changed into below sentence.

    ->I don't know where I should go.

    and can "whether to go" be changed into another sentence "whether I shoud go (or not)"?

    The "whethers" mentioned above are all interrogative?

    Please let me know..
