It's used to imply that the example of A being talked about is exceptional. If, say, a sports commentator says 'There's football and then there's football', it indicates that this particular ganme was superb.
PS I am not sure why this post went into moderation; it is meant to stop spammers posting links. It's possible that the repetition of 'There's A' triggered something and the software thought it was one of those non-sensical messages they use. Unfortunately, spam filters can't read.
