how to use the word "Cheers"

I often see this word "Cheers" at the end of a letter or a e-mail.
Is it the same meaning as "Best Wishes" or something else?

It is quite informal way of saying thank you or goodbye.

When the word Cheers is used it usually implies friendship or good will, as well as gratitude, but can be used between people who do not know each other well.
