    A grammar question

    Below is a news report I just read online and I have a question about the part 'and paving':

    But following Ma's election, top officials from both sides met in Beijing in June for the first direct dialogue between the two parties in 10 years and paving the way for a flurry of steps drawing the two sides closer together.

    My question is: is either AND unnecessarily put there or PAVING should be replaced with PAVED?

    The sentence lacks parallelism.

    Cut to the bone, the sentence looks like this:
    They met and paved the way
    they met and paving -- no symmetry

    They met to pave the way

    They met and paved the way...
