    is this sentence correct

    We are request two free shipment samples for every shipment. You cannot short ship the goods instead of the shipment sample. Please compensate it in the next shipment.

    It's not clear what Zoe is saying.

    Is this correct?:

    They request 2 samples in each shipment. So if the shipment is 12, then they should ship 14.

    But they are still receiving 12, which Zoe calls a "short shipment"

    Zoe wants them to send the missing 2 in the next shipment.

    I think they request two samples from each production batch, these being extra to the order. So if the order was for 14 items, two extra items must be produced as batch samples, bringing the production number to 16.

    Therefore if they are supplying only 12 items from an order for 14, regarding the other two items as samples, they are not following instructions.
