    I don't know Vietnamese, but as for paraphrasing, you could say:
    Is that what you mean saying/thinking about recycle?

    I understand now but please tell me why you used "saying/thinking". I mean why you used V-ing in the case? Why don't you use a clause "when you said", for example?

    Is that what you mean saying/when you say - Present, (both are correct)

    Sorry I have to disagree, I don't think this is correct English.
    One could say:
    Is that what you meant when you said 'recycle'.
    Is that what you mean when you say 'recycle'.

    The gerund is not correct here in my opinion.
