Question What does it mean by someone who is well-known to you but not famous?

We're supposed to write an essay and the subject is "Write a profile about someone that is well-known to you but not famous." What does it mean?
A Profile, does it mean that I have to write about the whole life of that person or can it just be an event?
Well-known but not famous... so can I write about, for example, a local country singer (I don't like country, just for an example) that is not world famous? Like some local celebrity?

How known must a person be before you call them famous?

I would say that someone well known to you but not famous could be a friend or family member. A profile of someone is a description of their likes, dislikes, job, character etc.
