    put a mandate on

    What might an expression' to put a mandate on' mean? I have it in the heading of an article: This Country’s Government Put a Mandate on Waistlines

    Does the mandate here mean dictate, or set a restriction or limitation or set a norm?

    A mandate refers to some sort of official document or instruction giving authority to commit an action. The police have a mandate to arrest people breaking the law, for example.

    Not a teacher.

    I now what mandate means, but I need to translate the heading of the article: This Country’s Government Put a Mandate on Waistlines





    This story is from Japan, where the government has put a mandate on all the workers over 40 to be a certain weight or size. If the workers do not meet the requirements within five years starting April 1st, the company’s who employ them will be penalized by having to pay more of the $95 billion private-sector payments that essentially support and run the national health care insurance for the 75 and older population.

    This is a misuse of the word 'mandate'.

    Perhaps "to put a mandate on" is poor english, it should be "the government has mandated"
    however, here is the Webster's definition of mandate:

    -an instruction, or authorization given or conferred
    -instructions concerning policy, assumed to be given by constituents to a legislative body,
    -an order by a court or legal officer to an inferior court of officer,

    "If you wish to study English in my classroom, proper spelling is mandatory."

    "As the professor, I mandate that proper English spelling is used in my classes."
