    could you please tell me what "added" means in the following sentence:

    XY stated that an agreement was made with the local authority to the effect that every new developer or business entity was required to pay its proportion of the infrastructure costs. Most developers have added the charge, which indicates that each purchaser will have to pay their share.

    It means that they have increased the price of what they are selling to cover their part of the infrastructure costs. Which means that the purchaser will be paying for it.
