It's any commonly spoken or even written form of American English does not conform to the lexicon, grammar, or even pronunciation that, loosely speaking, is taught in school. Slang, "illiterate grammar", regional variation, social variation, etc., are all examples of nonstandard language, once they pass a certain, very hard to define distance away from the standard.

The Wikipedia article on American English gives a good introduction and includes many references. I haven't read all of them. But my favorite is Mencken's The American Language. It's very old (4th ed. 1936) and in many, many ways out of date and incomplete, but it gives an absolutely clear idea about what nonstandard language is. The 1921 edition is online; read chapter I part 2, chapter IX and Appendices I and II.
