    whats the meaning of students should have to study a foreign language. what is the role of the have to in this sentence.

    Have to = obligation.

    So I have to breath in order to live. It is an obligation.

    So this sentence is saying that all students (I am assuming young people) should study a foreign language. It should be mandatory.

    Also to ask your question correctly you should change it a little.

    In the following sentence "students should have to study a foreign Language", what does "have to" mean?
