Question When it comes to doing [or do] something?

When it comes to awarding a prize for the most patronising and meaningless government job, there is obviously stiff competition.

But it’s still pretty hard to beat the appointment of Sara Payne as the Victims’ Champion.

Hi! Is 'to' a preposition but not indefinite? Thank you!
