    Legalized marriage for homosexual couples is on the national agenda.

    Can you praphrase the term using simpler language, please ?

    So the term does not mean: "everybody talks about it" Only people who make law?

    means law-makers are giving attention to the subject and will either accept it or reject it in the future.

    IT is a national affair which does not go beyond the boundaries of the given nation, of which the law-making body who passes that bill is part. Everything that is related to governing is political.

    To me, it could mean that everyone is talking about it, within the context of either a bill being debated in parliament or discussions about whether it should be debated there.
