    Hi

    The tour was being conceived at the same time as the album.

    ---Does it say that the idea to go on a tour came up at the same time when they had an idea to make an album, or after the album had been made?

    at the same time= both at once

    So, the idea to go on a tour came up at the same time when they had an idea to make an album.
