    I guess you mean wrap up warm - to put on enough clothes to keep yourself warm outdoors.

    To "wrap up" can mean as with clothes, or tying things together, but it would be used more for a baby........."I will wrap the baby up warm, for the wind is blowing." "I will wrap up all the architectural drawings for this building and send them to your office."


    The other, and I think more common usage today, is to finish something,
    or an event.

    If there is a press conference, for example, the person speaking and taking questions could say :"We have three more minutes of air time, so let's wrap it up."

    When a movie or television show has finished filming, they often have a "wrap party."
