    Like Bhaisahab I've nevere heard this word before, but I would hazard a guess that it refers to a so-called "small-town mentality", alljegedly characterised by a narrow-minded intolerance of outsiders or divergent opinions and lifestyles. The context would help make the meaning clearere.

    It could also have the more postivie apsect of small towns, of people watching out for one another, and knowing your name when you walk into the drug store.
