A band of white paper from left to right across the rim of the toilet is used in Canada to indicate that it has been cleaned. Generally it has something printed on it like "clean for your use" . Using cling wrap across would take too much time and effort to install, and it would be difficult to see.

That isn't the idea. Some people think its a funny prank to stretch the cling film over the bowl so thats its difficult to see. When you try to pee in it, it hits the film and sprays everywhere. Having to mop the pee off the floor is not fun.
There are two different dynamics in play here - one is the type of public toilet that encases the seats (and only the seats) in a type of "cling wrap" for hygenic purposes. Such toilets are mechanized and "rotate" the plastic on the seat so that a new, unused portion of cling wrap is in place after each use.
The other use of "cling wrap" (often called by the brand name, Saran Wrap, in the US) is as a practical joke. Miscreants stretchy the cling film around the seat and over the toilet bowl, as if they were wrapping a large soup pot. In dim lighting, or if a person has had more than a few drinks, the plastic film is undetectable and the unsuspecting victim will relieve himself or herself onto a taut plastic surface. Supposedly hilarity will ensue.![]()
Obviously, the only "hilarity" is experienced by the person who precipitated the supposed joke, and supposing that they are watching............. the object of the so-called joke will not find it so funny. But then, isn't that the object of practical jokes??? (which I really, really dislike!)
